How to force XP to boot to safemode:
 
Start > Run > msconfig
Select the Tab "boot.ini"
Select "bootoption" > "safeboot"

How to Speed Up Windows XP

1. Start > Control Panel > System > Performance > Settings

2. Under Visual Effects, Adjust for Best Performance

3. Under Advanced, select Programs for Processor Scheduling ; select Programs if you are not the server; and change Virtual Memory to maximum of 1.5 X the RAM

Steps 1 - 3 are for computers that are not servers.
